Re:  OPPOSITION to the proposed SoHo Business Improvement District

Dear Public Advocate de Blasio,

I am a [resident / coop shareholder / property manager / condo owner] at [insert address] within the proposed SoHo Business Improvement District [or I am a resident, etc. of greater SoHo].  In response to documents recently acquired by the SoHo NO BID Committee through the Freedom of Information Law and filed at Small Business Services, I am writing to express my outrage and total opposition to this proposal.

Assemblymember Deborah Glick labels the BID plan as “an insult to the community” and states “it is counter to good government to proceed with this application.”  The BID’s own documents reveal an utter lack of transparency by those promoting this BID and show their public statements to be false.   Their own paperwork indicates that the BID Steering Committee has failed to substantiate the strong community support required by all BID proposals.  I urgently implore you to stop the SoHo BID.

According to the SoHo BID documents:

1. The BID proponents are not local small businesses, as the law intended, but approximately one dozen global and national real estate consortia. The current Steering Committee is composed almost exclusively of corporate real estate interests; two SoHo residents who originally sat on the Steering Committee now stand in opposition to the SoHo BID.  This syndicate has shown little to no interest in the established SoHo community, yet they will be able to assess fees on the hundreds of other owners and residents along Broadway.  The administration of this new level of needless bureaucracy will be onerous and costly.

2. Due to dwindling donations ACE will no longer sweep and bag the trash on Broadway as of June 30, 2011. While the BID proponents repeatedly claim that they will “rescue” SoHo from this garbage crisis, their own documentation reveals that many of them have willfully failed to fund ACE all along, and the few that did donate in the past suspiciously stopped in 2009, shortly before the BID plan was made public. In other words, the SoHo BID proponents are offering to avert a garbage crisis of their own making!  The BID is a sham.  SoHo deserves better.

3. Although the BID proponents have repeatedly denied plans to expand into greater SoHo, the FOIL documentation shows that for two years the BID planners have discussed and studied an Expanded SoHo BID that would stretch from Lafayette Street on the east to Sixth Avenue on the west.

Should this BID be approved then a cabal of real estate interests would be granted unwarranted control over SoHo.  The historically and architecturally rich SoHo community has little or nothing to gain from the BID scheme.  I appeal to your better judgment.  Say NO to the SoHo BID.
